Documentation of DQMS-E for UNICEF

In 2018, EARC provided Technical Support to UNICEF in documenting District Quality Monitoring System for Education (DQMS-E) in four UNICEF supported district, namely: Asikuma Odoben Brakwa, Upper West Akim, Upper Manya Krobo and Upper Denkyira West.

The DQMS-E was modeled around the LQAS technique developed in the 1920s in the manufacturing industry to monitor the quality of production. In a quest to find a cost-effective way of evaluating educational activities on a regular basis with limited resources the DQMS-E was adapted from the LQAS concept. This method can enable school inspectors to implore standardized ways of assessing activities and reduce the time it will take conducting complex evaluations to address actions in their districts.

National assessments like the NEA do not provide district-level measures to enable managers to take district-level decisions. DQMS-E, in contrast, is a low-cost technique that provides disaggregated data needed to target interventions to needy areas in a timely manner. The DQMS-E tool monitors interaction between District and head teacher, head teacher and teacher and teacher and their student, and provides feedback which enables further aggregation to a higher level.  It is particularly useful when education is decentralized to the districts. The DQMS-E helps the districts monitor the programs in their communities to ensure targets are being met.
